such a situation arising.

Recommendations:

10. The proposals which the Governor now

has under consideration (paragraph 5 above),

if they are found to be practicable and

provided that they were applied on a general

basis and without discrimination against

communist schools, seem to offer the only

chance of allaying public apprehension in the

Colony and avoiding undue provocation to

Peking. It is therefore recommended that

the Governor should be authorised to proceed

with them in terms of the attached draft

telegram.
