It would appear you are not under any immediate

pressure to take action against communist schools

and that communist expansion plans have reached

their limit for the time being. We would hope

therefore that for the present you can avoid

taking any of the measures you described at any rate

until we have a opportunity of discussing the whole

matter with you in London. If however there are

developments which in your view make some action

unavoidable we would ask you to give us an

opportunity to consult Ministers about the

particular measures you think necessary.
