reached their limit at least for the moment I think unless

there is some unforeseen development it would be well for us

to wait and see whether the present slightly favourable trend

in Sino-British relations is maintained and try to help this

trend by, if possible, not taking provocative action in a

field where the Chinese are sensitive. Action in a particular

case would require to be considered in the light of the state

of Sino-British relations at the time. For this reason I

consider that pending further discussions in London the

Governor should be asked not to act without prior consultation

with us. Since he is returning to this country for leave and

consultations in October, the opportunity might be taken to

examine with him further the various measures which he has

roposed and their probable local repercussions.
