PROBLEM

In Hong Kong telegram No. 968, the Governor discusses whether

the delay in granting further exit visas to members of the Mission

in Peking is connected with the decision to deregister the Chung Wah

School. He thinks that the Chinese may be waiting to see whether the formal notification of deregistration (which is required by 13 August when the original closure order expires) is actually given.

He considers that to go back on the decisior to deregister would

have a very bad effect in Hong Kong but is proporing to release

two detainees as a countervailing gesture of conciliation.

He sug-

gests that, in order to bring pressure on the Chinese to grant visas

before 13 August, we should reactivate the diplomatic offensive. We

have to decide whether to press the Governor to reconsider the deci-

sion on the deregistration of the school and whether to reactivate

the diplomatic offensive at this stage.

RECOMMENDATION

2. I recommend that:

(a) the decision to deregister the Chung Wah School should

stand;
