Inspection of Communist Schools.

Heung To Middle School premises in Kowloon were inspected on 13 September by the Education Department. The reception was cold and just short of hostile. There was reluctance to allow inspection of the upper floors, and access to the top floor, claimed to be sleeping accommodation, and stores, was completely refused. The matter was not pressed. Neither students nor staff acknowledged the presence of the inspectors. Classrooms were decorated with a portrait of Mao and a number of quotations. the staff and many of the pupils wore Mao badges and books of quotations were seen on tables in the corridor on each floor. Only authorised text books were in use however. The Headmaster protested against police action in "molesting" his students in the past and asked that his protest be passed on to the Director of Education.

2. The atmosphere was certainly more hostile than at the last school inspection. It would be a fair inference that the next may well be even less pleasant. However, there is no reason to believe that there is any intention at this juncture to cause an incident and thus force Government into taking suppressive measures.
