Addressed to Commonwealth Office telegram No. 1779 of 28 November. Repeated for information to Peking,
Communist Schools.
In the evening of 27 November an explosion was heard from Chung Wah Middle School (where a quantity of inflammatory propaganda had been discovered by the police during a raid on 16 October following an injury to one of the pupils who had been found carrying a bomb). Although staff at the building denied there was anything wrong, police entered and found an injured teenage student who lost one hand and three fingers from the other, Explosive powder, chemicals suitable for making explosives and evidence that an explosion had taken place were also found. Six persons were arrested.

The school did not open for normal schooling today; the Director of Education will close the school under Section 51(1)(B) of the Education Ordinance, CAP, 179, from 5 p.m. today to 15.8.68.- i.e. until after the end of the current academic year.

Children from the school are being a sked to register for placing elsewhere. Primary students can be placed. If there are enough secondary students willing to register it is our intention to consider re-opening the school as an aided school, but many may be accepted at other Communist schools.

There have been persistant reports that laboratories in Communist schools are being used to make bombs. Police inspections
will now be made of those Communist schools where there is good reason to suppose that bomb making is taking place. Our primary aim is to search for bomb making rather than subversive education, and this will be made clear in our publicity on the matter.
