Course B - Appointment of Additional Managers and the De-Registration of Unsatisfactory Managers,

It
This method provides for the suplanting of subversive management and staff, re-staffing and the continuation of the school without resorting to de-registration or closure. has the advantage of the school retaining its name and of not actually being closed. Also this course can be intitiated in term time.

(b) This presumes the availability of willing and suitable persons to act firmly in the interests of providing acceptable education. There is no reason why the managers should not be appointed from the ranks of the Public Service.

Under Section 19 of the Education Ordinance the Director of Education decides that the present management of a school is unsatisfactory and appoints additional managers.
Immediately after (b) the Governor-in-Council under Section 44 of the Education Ordinance cancels the registration of those managers who are deemed to be unsatisfactory.
Under Regulation 82 of the Education Ordinance the managers dismiss those teachers considered unsatisfactory.
The managers close down their primary level classes where teachers are unsatisfactory and where alternative school places are available.
Course C Cancellation of Registration and Closure
This method involves de-registration, closure and where necessary requisitioning, new registration and re-opening. This course has the advantage of completely eradicating communist influence by application of the law, but it is slow and is likely to be accompanied by fairly lengthy legal tussling.
(a) Under Section 44 (2) the Governor-in-Council
has notice served on the school management to show cause why the registration of the school, managers and teachers should not be cancelled: in this notice he suspends the school managers and teachers.
