Reaching the Objective

Again some degree of precision is required in assessing progress. Schools where the objective has not been reached must be listed and the unacceptable features described. This will require progress reports on the efforts directed at each school now regarded as not complying with the objective and, even when the objective has been reached in these cases, reports on their activities should be continued so long as there is a possibility that the school will révert to unacceptable practices,

The Ultimate Sanction

Having defined the objective and listed the schools against which action is required it mustbe accepted that the ultimate sanction against the schools must be cancellation of registration and closure. This will deprive certain children of education. While places can be offered to children of communist primary schools, and possibly some in middle schools who have not really passed primary school standards, very few children in communist middle schools can be accommodated in other middle schools because

(a)

of lack of places,

(b)

of dissimilarity of standards especially in certain subjects e.g. English,

(c)

of criticism from parents of children not admitted to school because of lack of space,

(a)

the children cr their parents would not want

non-communist education,

(e)

parents of children already in receiving schools would object,

(f)

receiving schools might become infiltrated.

This would mean that if it proves impossible to reach the objective inthese schools it must be accepted that the children will be denied the "education" they now get.

It is suggested that this consequence can be accepted because :-

those in the age groups concerned, who are at present denied secondary education,

it would be better for these children to have no schooling at all rather than they continue

in these schools of violence and hatred, any relenting in the prosecution of the objective before this stage is reached shows a failure to think out the conse- quences arising from selecting the

objective shows us as "paper tigers"

in fact.

"Closure" here must include denial of the premises to the schools but can also include cancellation of registration of the schools, managers and staff, and prosecution of managers and staff.
