As you know, the Secretary of State is to take part
in a programme called "London Calling Hong Kong" which ABC Television is preparing for showing on the inauguration day of Wireless Television in Hong Kong (19 November). The
Secretary of State's contribution is to be recorded at 5 p.m. on Tuesday, 17 October.
The producer offered the questions in the first
attachment to this minute. In consultation with Feve
Department, I selected four of these and added a fifth.
This, I think, provides sufficient material for a contribution
which is, I understand, timed to run about six minutes. To
help us, we were provided with the contributions already
recorded by Sir Robert Black and Sir Alexander Grantham,
These form the second attachment to this minute.
3. In the third attachment, which I submit før your
consideration, are draft answers to these questions. Those
have been discussed with Mr. Gass and the manuscript amend-
ments reflect his comments. The last part of the answer to
Question 5 may be a little "saucy" but Mr. Gass and I vere
both agreed that we mast block any attempt to pursue this
question with the Secretary of State and must also by
implication indicate that the Secretary of State could not
associate himself with the "projected viewe" of Sir Alexander
Grantham.

and, for information only at this stage, to Mr. J.R. Williams.
