Essential Food Supplies

In my Saving Despatch No. 1329 of 14th July, 1967, it was stated that the figures quoted and the text of the paper examining consumption, stocks and sources of essential food supplies in Hong Kong would be subjected to regular review. first review has now been completed and I enclose three copies of the revised version. Some amendments have been made to the text and certain additional figures have been supplied in appendix form.

You will note from para. 7 of the paper that the special committee mentioned at paragraph 2 of the previous paper has been replaced by two separate committees, one of which will deal with supplies and the other with distribution problems. The terms of reference of the original committee were too wide to enable it to function with maximum effectiveness.

The up to date position with regard to some of the other matters commented on in my saving despatch under reference is as follows:-

(a) Except for rice, the import of which has been restricted by import licensing for some time, it is not intended at the present time to regulate the import of foodstuffs by the imposition of quotas.

(b) Agreement has been reached on a number of measures which are alculated to increase the number of locally produced pigs. These measures include the provision of develop- ment grants for piggeries, the improvement of breeding stock and the supply of medicines either free or at reduced charges. Investigations are to be undertaken by the Agriculture & Fisheries Department to assess the possibility of establishing a quasi-governmental organi- zation for the wholesale buying and retail marketing of livestock feed in order to reduce production costs. vestigations are being undertaken into the possibility of establishing some form of centralized pig marketing orga- nization with the object of increasing profit margins to producers.
