the United Kingdom Government at
present has plans only for a crash
rationing programme such as would
be required after a nuclear attack.
This would be totally unsuited to
any of Hong Kong's requirements;
in view of the above it would be
unlikely that the Ministry could
offer any relevant training on the
development of a scheme for Hong
Kong, though they suggest that some
ideas might be gleaned from the
two pamphlets:
(1) How Britain was Fed in
War Time;
(ii) The Market Square
and the volumes of the Official
History of the War dealing with
Food Rationing.
The Ministry would, however, be
willing to give advice, so far as
possible, on any other points of
difficulty.
I have now read (i) and (ii) and
think there are a number of points arising
in each which should be noted in considering
any Hong Kong scheme
though the chief lesson
to be derived is the fantastic complication and
sophistication of the United Kingdom scheme).
