With reference to Commonwealth Office telegram 20/No. 2088 to Hong Kong of 12th October, 1967, Geoffrey

Lupton has concluded his talks with the Ministry of Agriculture and I enclose two copies of his report. shall be grateful if the original can be forwarded to Hong Kong by bag with the two pamphlets and be classified as Secret. The envelope should be addressed to the Colonial Secretariat, Hong Kong for attention of Mr. B.V. Williams in the Defence Branch. You may care to retain the second copy for your files.

Although there is little justification at this end for regarding Mr. Lupton's report as a classified document, I understand that in Hong Kong the possibility of food rationing could have political repercussions and that the subject is therefore being dealt with on a Secret file.

Geoffrey Lupton is forwarding a copy of his report to the Ministry of Agriculture direct with a letter of thanks for the advice and assistance given to him.
