Draft Negotiating Brief on

I am replying to your minute of 19 December to Christopher Audland.

2. It is now clear, following the French veto, that negotiations for British entry into E.E.C. will not take place in the near future. In the circumstances we are not proposing to finalise this brief now. If and when active work is resumed on our application, the draft brief and the comments we have received from you and others will doubtless form the starting point for work on Hong Kong.
