Negotiating Brief on Hong Kong

I have the following (mainly minor) comments on the

Paragraph 4. I think it might be worth pointing out that the reduction in the CBT on certain important items of interest to Hong Kong (•.g. woven cotton geoda) was well below the average tariff reductions in the Kennedy Round. But of course the continued diversification of Hong Kong's exports brings her inte products where there were substantial cuts.

Paragraph 14. As a matter of fact I was under the impression that it was the U.K. side which suggested that a declaration in the form of a Parliamentary statement might be a possible alter- native. But no doubt the mimites throw some light on this.

Faragraph 16. I assume that 'well pleased' in the second sentence should read 'well placed'.

The principal omission from the dmft is in reference

to the problem which was raised by the Hong Kong side that of the possible loss of GATT rights by Hong Kong in respect of other members of the Community, if we join the EEG. This was a problem which they appeared to take very seriously, and it sesas to ne that we should at least mention it in the brief

even if we have no particular solutions to put forward. It is of course possible that Hong Kong's fears on this score are unjustified, but they are clearly real and of some relevance,
