Hong Kong Dipt
I am writing to confirm arrangements for the second round of consultations between British and Hong Kong officials about the British application for membership of the European Communities.
2. We suggest that these should begin at 10.30 a.m. on 24 October in the Ground Floor Conference Room, Commonwealth Office, Downing Street.

The British delegation will be led by Sir A. Snelling. We understand that the Hong Kong delegation will be led by the Financial Secretary, Mr. Cowperthwaite. You confirmed that it is not your intention that the unofficial members of the Executive Council, who will accompany the Hong Kong delegation to this country, should attend the consultations.
Any social arrangements connected with the consultations for unofficials as well as officials will be in the hands of Mr. W. S. Carter of Hong Kong Department here, who will also deal with any arrangements for a separate programme for the unofficials. We agreed that it would be helpful all round if i any discussions with the unofficials about E.E.C. the details covered in the official consultations could be taken as read, and attention concentrated on the more general aspects of the question.
