The second round of consultations is to begin at 10.30 next Tuesday, 24 October, in the Conference ROOM. Mr. Healey will be minuting separately about physical arrangements for the meeting, hospitality (responsibility for which rests with the Hong Kong Department) and composition of the delegations.

2. You have seen the draft brief which was circulated in whitehall last August. Only the Board of Trade have made any comments of significance, and the brief has now been revised in the light of their views and of subsequent developments (including the appearance of the European Commission's report). I attach a copy of the amended version which has now gone round Whitehall. We have asked for comments by Thursday night and intend to let you have a final version on the following day.
