of the Member Governments of 0.E.C.D., the Special Group makes a number of recommendations, of which the following are of main
concern to Ilong Kong.
(1) Temporary advantages in the form of generalised
arrangements for special tariff treatment for
the developing countries in the markets of
developed countries can help developing countries
to expand their export earnings.
(ii) Such new arrangements should aim to accord
broadly equivalent opportunities to all developing countries, who should share equitably among them-
selves the burden of granting preferences.
(iii) Special tariff treatment should in principle be
accorded to any country or territory claiming
developing status, and no country or territory should be excluded from preferential arrangements ab initio on the grounds of competitiveness. (iv) Special tariff treatment should apply in principle
to all manufactured and semi-manufactured products. Other products could be included on a case by case
basis.
(v)
Donor countries may, to protect sensitive industries, exclude from the arrangements particular products in which developing countries are already competitive. (vi) There should also be a safeguard clause enabling
developed countries to curtail special tariff treat- ment to avoid the risks of dislocation of industry
and labour.
(vii) Special tariff treatment should be backed up by origin
