We spoke this morning about my Minute of 3 August, copied to Mr Carter covering a draft letter to Mr Muir in the Board of Trade on this subject.

In the meanwhile, Mr Shannon, to whom the Minute was also copied, has told me that he agrees with the draft subject to the substitution of the text in the attachment to this Minute for

the existing paragraph 6. Although we are not working to any ineluctable deadline, it would be useful to get this draft out as soon as possible so that the complex questions it raises could be given further consideration in Whitehall.

3. I hope that you will by now have also received Mr Carter's copy of my Minute to Mr Gallagher of 4 August containing a draft brief for the second round of consultations with Hong Kong officials, covering all subjects likely to arise except the GATT issue. this, it would be helpful to have comments by the end of the week.
