Consultations with

Hong Kong Officials

As you know, we are committed to a second round of consultations with Hong Kong officials, and these are likely to take place in September.

2. I now enclose a draft brief for the consultations. We hope that it will be possible to clear this inter-departmentally by correspondence, with a view to sub- sequent circulation to the EURO Committee for information.

3. I should be grateful if you and the others to whom this letter is copied would let me have your comments by the end of this month.

4. I am sending copies of this letter to John Cambridge (Foreign Office), Ashford (Treasury) and Charles (D.E.A.).
