I have just received a letter from David Jeaffreson regarding the July talks about the implic- ations for Hong Kong of British entry into the E.E.C. Since Pat Sedgwick is on holiday and I did not attend the talks, I am ignorant of what transpired:
since you were present however I am hoping you can assist me.
Jeaffreson's letterfeads as follows:

"You will remember that one set of alternatives open to us is either to ask for the common external tariff to be applied to imports from us at a special more gentle rate or to try and get ourselves included in general arrangements covering imports from the Commonwealth and from those E.F.T.A. countries which do not join the Community.
"From our records and from what Sir Arthur Snelling said in July, we have drawn up the attached table comparing the rates that would probably have come into effect as a result of the 1961-1963 negotiations. You will see that, after the second half year, India, Pakistan and Hong Kong stood to gain precious little compared with the rest of the Commonwealth and, in the case of cotton textiles, were actually to be worse off. But it may be that our table is not quite accurate: it does not, for example, allow for one year's standstill which I No I seem to recollect was to have applied. Would you mind
therefore checking this table with the Commonwealth Office or with the Board of Trade?"
If you are able to confirm the accuracy or otherwise of the table in question, I shall be most grateful.
