Exports of tobacco to Britain are

important to Zambia, Malami and (in nowal

circumstances) Rhodesia, India and Canada

alco supply important quantities.

Both

the common external tariff and the Briti oh

revenue duties are high.

Tobacco is

covered by the common agricultural policy

but no Community regine has yet been worked

out. The Association Agreement between the

Community and Grecce provides that the

common agricultural policy for tobacco shall

be so devised as not to impair the maintenance

and development of imports of tobacco from

Greece. We shall therefore need to reach

a similar understanding in relation to

tobacco from Commonwealth countries,

Virtually all our bananas come from

Commonwealth countries and dependencies in

the Caribbean, (The Windward Islands are

heavily dependent on those exports.)

these territories are given the opportunity

of association with the E.E.C., we shall be

able to continue to import their bananas

duty free. France, however, maintains

quotas on bananas from the non-frano area

and, as those from the franc area would be

cheaper than Commonwealth supplies, wo

shall need the right to limit imports from

the franc area to the level of Commonwealth

exports to the rest of the enlarged

Community.
