I submit the first draft of the fourth paper

which we were commissioned to produce by the EURO

Committee.

There is unfortunately some overlapping between the third and fourth papers which we could perhaps deal with in discussing both drafts with you. My om view is that the third paper could be considerably shortened by omitting from it the list of points under each heading on which agreement had not been reached when the 1961-63 negotiations broke down.
