Hong Kong
In his telegram No. 601 of 13 May, the Governor of
Hong Kong has suggested that we should reiterate the request,
made in the 1961 negotiations, for a form of associated status
for that territory. I think that this would be a complete
waste of time, and of our bargaining capital, and I suggest
that we should make it clear to the Governor that his idea
is not a starter.
