Consultations, which would be at senior official level, would relate to the special problems involved for Hong Kong in British membership of the Community.

2. We wish to complete consultations with all Commonwealth Governments and dependencies as soon as possible. Since the dates proposed are inconvenient, we suggest that the talks should take place on 10 July continuing on 11 July if necessary. Would it be possible for you to be represented by officials you already have in Western Europe rather than to send people all the way from Hong Kong?
