balanced by an undertaking that remedial action should also be
taken if any Hong Kong exports were shown to be causing market
disruption in the enlarged Community. We might ask the Hong Kong
Officials whether, given a choice, they would prefer both these
undertakings or neither.

11. If the Hong Kong Officials renew their request for this,
we should repeat that we see no point in asking the Six for
something they are certain to refuse. This would do neither
ourselves nor Hong Kong any good.

12. So far as a transitional period for the application to
imports from Hong Kong of Common external tariff is concerned,
the revival of our previous proposal should meet the case. It
would also enable us to maintain our imports from Hong Kong at
their present quantitative level, though it would not assure Hong
Kong of any greater access than at present to the Community
market. If the Hong Kong Representatives show anxiety about how
the Community's common policy might develop after our entry we
can give no assurance, but can point out that we shall then be
in a position to influence it.
