The attached draft brief for consultations with Hong Kong on the Common Market is for consideration at a meeting to be held at 3 o'clock tomorrow afternoon, Thursday 6th July. Unfortunately, I shall be unable to attend because of another meeting on British Honduras. considering whether Mr. Gaminara should attend. have any comments it will be most helpful if I could have them some time tomorrow morning.

2. On the whole, I think the brief is on the right lines. The suggested replies in paragraphs 12 and 13 to any anxieties Hong Kong may express about the Community's common commercial policies follow the line taken with the Commonwealth Sugar Producing Countries in discussions last month.
3. The letter covering the draft refers to the Foreign Secretary's statement in WEU yesterday and to the relevance of paragraph 36 of that statement to Hong Kong. You will wish to know the text of the paragraph concerned which is as follows:-
"I now turn to the remaining questions
relating to the Commonwealth.
"During the 1961-63 negotiations it was
provisionally agreed that, with one or two exceptions, association under Part IV of the Treaty of Rome would be appropriate for our dependent territories. We trust that you would still agree that for these territories this is the best arrangement. We should discuss together the position of any dependent territories for which association is not appropriate".
