Mr. Galsworthy

You asked me for a supplementary brief on the Common Market for your visit to Hong Kong. I am afraid that I could not find the original brief (I believe that a copy of the final version was never sent to me). But the attached will, I hope, be sufficient to bring you up-to-date on the general positi on. If we were to enter negotiations our negotiating position on Hong Kong would obviously need to be discussed with the Hong Kong Government; up to now no detailed work has been done on their position.

Should

this situation arise and it were felt to

be useful I could no doubt be fetched

from Geneva for any discussions in London.
