Thank you for sending me a copy of your

minute of 16 February to Sir A. Galsworthy,

covering a draft letter to Sir A. Snelling

in Hong Kong and suggesting certain amendments

and additions to the briefing material

prepared for the Secretary of State.

I have no comments on either the draft

letter or the annexes and it therefore seems

unnecessary to call a meeting. I am sorry

if the Department failed to consult you when

the main brief was being prepared; but we

were working under considerable pressure and

may have overlooked the need to send the

draft to Dependent Territories for comment

in addition to the other Whitehall Departments

concerned.
