We should also accept the basic arrangement provisionally

agreed for jute goods i.e. that we should gradually go over

from our present regime for jute imports to the common external

tariff, which we should progressively apply. Again, modifica-

tions of detail would be needed to take account of changes since

1962 in our own import regime.

We should seek to revive the provision for the negotiation

of comprehensive trade agreements as it stands, with of course

an appropriate new target date for the conclusion of the

agreements.

We should need to work out now transitional periods for the

application of the c.e.t. to cotton goods, jute goods and the

generality of manufactured goods and processed foodstuff.
