No agreement was reached on the treatment of the then
Federation of Rhodesia and Nyasaland.
We should seek agreement
that Zambia and Malawi should have the same opportunities as
other independent Commonwealth countries in Africa. Rhodesia
will have to be dealt with quite separately.

22. The dependent territories for whom Association under
Part IV of the Treaty of Rome was not appropriate were Gibraltar,
Malta, Hong Kong, Basutoland, (Lesotho); Bechuanaland, (Botswana)
and Swaziland. Of these, Malta, Lesotho and Botswana have since
become independent, Alternative arrangements were agreed for
Malta, and for Basutoland, Bechuanaland and Swaziland. These
are given below.

Association in its present form will not of itself safe-
guard the exports of Commonwealth Associates to an enlarged
Community of products within the scope of the Community's
levy agricultural` policy where a lens system is in operation.

less important cases. There are also one or two products where
the benefits of association would be frustrated by the absence
of a single unified preferential market in the Community.

it will be necessary to examine whether, taking into account the
scale of the problem, any special arrangements over and above
association will be needed.
25.24. Exports from India, Pakistan and Ceylon Provisional
agreement was reached on the following arrangements for exports
from India, Pakistan and Ceylon to an enlarged Community:-

Comprehensive Trade Agreements
The enlarged Community would seek to negotiate
comprehensive trade agreements with India, Pakistan and
Ceylon, at the latest by the end of 1966. The objective of
these agreements would be to develop trade and so to maintain
and increase the foreign currency earnings of these countries
