(a) The Government of Hong Kong will not initially permit exports
up to the limits shown for cach category for the period 1 October 1967 to 30 September 1968 in Annex B, but will. withhold reserves from those limits in the amounts specified in ..nnex C, with the exception that, in respect of Category No. 6, woven shirts, the existing reserve of 150,000 pieces will be carried forward from the period of the current undertaking.

(b) The Government of Hong Kong understand that the Benelux Govern-
ments will maintain records in order to be able to ascertain
the quantities of the products of Hong Kong origin listed in Annex which have:
(i) been redirected to third countries, although initially exported from Hong Kong to the Benelux countries; and (ii) been imported into the Benelux countries via third
countries.
To assist the Benelux Governments to maintain these records the Government of Hong Kong will send via their Brussels office copies of all export licences issued for the products listed in annex to the Benelux Governments on a fortnightly basis.
(c) The Government of Hong Kong will increase the limits for each
category shown in innox B by amounts equal to those consign- ments which the Benelux Governments ascertain have been redirected to third countries and are willing to have credited to those limits.
(d) The Government of Hong Kong, at the request of the Benelux
Governments, will deduct amounts equal to Benelux imports via third countries of the products of Hong Kong origin listed in Annex from the quantities to be credited in accordance with sub-paragraph (c).
(e) If the amounts to be deducted in accordance with sub-
paragraph (d) exceed the quantities to be credited in accordance with sub-paragraph (c) the Government of Hong Kong will deduct such excesses from the reserves shown in Annex C to the extent of such reservus.
(f) In December 1967 and at the beginning of July 1968 the Govern-
mont of Hong Kong will consult with the Benelux Governments to review the amounts that may have been, or remain to be, credited and deducted. After the consultations in July 1968, the Government of Hong Kong will make any balances still in the reserves available to the trade.
