However, we have found that for the present these importers are not prepared to transfer their licences to others. They are still awaiting how the winter will develop. Should January be mild as well, they will certainly give up their licences. We will therefore have to wait at least until the end of that month before we can get back licences in order to give them to other importers.

Could you perhaps give us the name of Dutch importers who are quite eager to import more household coal?

I already agreed to this. We might indeed arrange it in the course of January 1967 on the basis of an

estimate.

It is already certain at this moment (see under b) that several licences will not be used. Should it appear afterwards that we transferred more licences to the United Kingdom than have in fact not been used, while all . the licences issued for British coal have been used, the excess must be considered an advance for 1967/1968.
