The previous Agreed Minutes contained a number of statements,
undertakings etc. of unlimited duration. Some of these are now
obsolete or are already covered in the draft Agreed Minute in
general terms. In any event it seems unnecessary to repeat them
year by year and it is accordingly proposed to place them in an
Exchange of Letters.
None of the items is of particular importance
and we need not make a major issue if the Benelux countries wish ·
to retain these points in the Agreed Minute itself.
2. We undertook that the present arrangements for freely
licensing all types of processed milk would continue for three
months following the end of each period of application of previous
Agreed Minutes. We also undertook prior consultation should we
reimpose bilateral quotas. Processed milk was and is imported on
individual licences which are freely issued. It thus has not
been liberalized within the meaning of paragraph 4 of the draft
and we are therefore already bound to maintain this policy by
virtue of this paragraph. The first part of the undertaking has
exchange of letters therefore been omitted in the draft. The undertaking concerning
the reimposition of bilateral quotas has been maintained on the
draft Exchange of Letters.

References were made to changes in 1964 in United kingdom
controls on jute imports in Agreed Minutes from that year onwards.
These references now seem unnecessary at this distance from the
event. A statement was also made that it was our intention to
continue to licence freely imports of Benelux jute yarn. Jute
yarn is imported under individual licenses and is thus also
covered by paragraph 4 of the draft Agreed Minute. The under-
taking referred to in the previous sentence has therefore not been
repeated.
The reference to imports of canned and bottled apples has
been retained unchanged from previous Agreed Hinutes.

the United Kingdom, which appeared in previous Agreed Minutes,
