(5) Owing to the present critical circumstances, and in order to prevent damage difficult to repair for the Benelux industry, the Governments of the Benelux countries will regulate further imports in accordance with the provisions of article III of the long term cotton textile arrangement. While applying these measures, the Benelux countries will, of course, take into account, in the best

possible manner, the interests of Hongkong in the spirit of paragraph 5 of said article III.
