Your telegram No. 12.
In pressing Benelux officials for early talks, please stress our reasoning and strong desire that the talks should be held here in Hong Kong. A visit by Benelux officials can be presented as another sign of confidence in Hong Kong's economic future.
2. On statistics. We have Dutch import statistics for 1965 and 1966, Belgolux for 1964 and 1965. One current exercise is analysis of Hong Kong's share of imports into Benelux in the hope that our increased performance in the sensitive items has been at the expense of other exporting territories rather than that of Benelux domestic industry. We would welcome any additional material available to you to extend the scope of this analysis.
