Anglo-Benelux Agreed Minute on Trade

As you will already know, the meeting to discuss the draft Agreed Minute - for 1968, which was circulated under cover of Tippett's letter to Gelderman of 27th October, will take place on 12th/13th December in London. It is possible that we shall also finalise and agree the draft Agreed Minute for 1967, put forward by the Benelux countries which we commented on in Tippett's letter to (-) Gelderman of 3rd July.

In connection with the former, I attach draft briefs on each of the paragraphs in the draft agreed Minute and the Exchange of Letters and I shall be grateful for any comments which you and those to whom this letter is copied have upon them. I should like to draw the attention of the C.R.O. (Gaminara) in particular to the brief on Paragraph 1 and of the Ministry of Power (Pattison) to the brief on the Exchange of Letters. Morrice (C.R.0.) has undertaken to let me have a list of United Kingdom Overseas Territories and this will be eventually attached to the brief on Paragraph 1. I propose to send copies to the Benelux representatives if possible in advance of the meeting.

The Benelux countries are sending a delegation of seven, including a repre- sentative of the Netherlands Ministry of Agriculture; there will also be two representatives each from the Belgian and Netherlands Embassies. We think they are being somewhat extravagant in their representation in view of the subject matter. Our side will consist basically of Tippetts and myself, but we shall clearly need support on particular items from the C.R.O. (particularly in the discussions on Paragraph 1 of the draft), the Ministry of Fower and the Ministry of Agriculture, and within the Board from our Shipping Policy Division.

I should be grateful if those to whom this letter is copied will let me know as soon as possible who their representatives will be. No doubt you will let me know whether the Foreign Office will wish to be represented throughout the discussions.

I am copying this letter to Fattisson (Power), Jeffrey Smith (M.A.F.F.), Steven (Foreign Office), Morrice and Gaminara (C.R.O.), Pearson (The Hague), Wraight (Brussels) and Malcolm (Luxembourg) and within the Board of Trade to Forster (I.L.B.), Rogers and Muir (CRE.1), Woodhead and Mingay (1.M.3) and Bryant (S.P.D.).
