Representatives of the Governments of Hong Kong and the
Benelux countries met in Hong Kong from 5th to 12th July 1967 for consultations as requested in the Notes dated 17th May 1967 addressed by the Benelux Governments to the Government of the United Kingdom.

At the same time consultations were held about the operation

and future of the undertaking given in my letter to you Ref:Ck. 5899/6511
of 28th December 1966.

Following these consultations I am authorised to inform you that the Government of Hong Kong undertake to implement the provisions recorded in the attached Memorandum in respect of exports from Hong Long to the Benelux countries of the cotton woven products therein specified for the periods stated.

I am further authorised to confirm that, should the need arise for the Governments of Hong Kong and the Benelux countries to consult with respect to Hong Kong's exports of other commodities to the Bene- lux countries, the Government of Hong Kong will not insist that the provisions recorded in the attached Memorandum should be treated as precedent. This confirmation should, of course, in no way be taken to limit Hong Kong's rights under the General Agreement on Tariffs and Trade, the Long Term Arrangement or any other relevant agreements, to which the Governments of the Benelux countries or the United Kingdom on behalf of Hong Kong are signatories.
