HONG KONG : LONG TERM STUDY
When Sir David Trench was here in April and May we
discussed the draft of this paper which has been circulated as OPDO (DR)(68)5 (Revise) of 23 April 1968. Sir David made a number of suggested amendments and I went to Hong Kong in June to discuss the paper, revised according to his comments. Since returning we have produced a fresh version of the draft taking all these comments and discussions into account and think the
time has now come to ask you for your observations.

You may wish to consider asking Sir Donald Hopson for his views. You may also wish to consider whether the paper should devote more attention to discussing Chinese priorities in international affairs. For example, do we think that the Chinese believe that they must solve the question of Taiwan
before seriously turning their attention to Hong Kong?
