I am sorry that there has been some delay in replying to your letter of 10 July about the study on Hong Kong which is being prepared by the Committee under the Philip Rogers' Chairmanship.

As you Buy now know, an Interim Report la being taken today by the Ministerial Committe. on Hong Kong. deals with the mergency action to be taken if, in the
edlate futuro the situation gets beyond our control. It is to be followed by a fureter detailed study on future policy in Hong Kong.
