Assuming your Committee accepts this proposal, you will no doubt, wish to forward the report to the Defence and Oversea Policy Committee.

Since the paper was prepared the Ministry of Defence have had an enquiry from the United States Embassy about our view of the seriousness of the Hong Kong situation. In the course of this it emerged that the American view (and also by their account that of the Russians) of the situation in Peking coincides closely with our own, at least in pointing strongly against it being worth while to contemplate any kind of negotiation with the Chinese Government on such matters as Hong Kong in present circumstances. The fact that the Americans have made this approach would open the way to consultations with them about Hong Kong if the need arose but it is not thought that we should do so for the present at any rate.
