I have seen in draft form the interim report

on Hong Kong which is to be circulated for considera- tion at Monday's meeting. The report is concerned

solely with the prospects for withdrawal from

Hong Kong if it were suddenly forced upon us.

While the situation in Hong Kong is at present

fully under control, we cannot rule out the possibility

that the situation could quickly change for the worse.

Because of this, and because we are coming towards the Recess (and with it the holiday season), it seems

to me that it would be prudent to touch upon without

any need for decisions some of the aspects which

will undoubtedly be covered later in the further

detailed report to be submitted by officials. I

have, therefore, prepared a paper with this in mind. Would you be agreeable to the paper being circulated for Monday's meeting?
