I attach a draft of the sort of note you had in mind to circulate to the Defence and Oversea Policy Committee to cover the interim report by

officials on Hong Kong.

You may feel that explicit reference to the study of possible nuclear

deterrence in relation to Hong Kong is best avoided in the cover note, in

which case it might be appropriate for the Secretary of State for Defence to raise it orally at the Defence and Oversea Policy Committee meeting.
