When the Prime Minister saw the Commonwealth Secretary in his room in the House of Commons this afternoon, Mr. Bowden mentioned the Committee that has been set up under the Chairmanship of Philip Rogers to study the implications of a possible abandonment of Hong Kong if Chinese pressure looks like becoming intolerable.

The Prime Minister said that he hoped this study could be carried out as urgently as possible. thought it important that a report should be available soon.

I am sending copies of this letter to Maitland (Foreign Office); Burgh (D.E.A.); Baldwin (Treasury); Nairne(Defence) and Reid (Cabinet Office).
