I am writing with further reference to your letter of 8th June about Hong Kong to say that now that we have arranged a meeting, I think it would be helpful if you could circulate the papers attached to your letter to those who will be attending the meeting. I attach a list of these.

We can then start our discussion on this basis, together with the points raised in the further minutes by Joe Garner and Mrs. Hart, though I think that we may well want to cover a number of other topics in our initial discussion. I suggest that the purpose of the first meeting should be to seek broad agreement on the range of topics which we should cover, rather than to seek precise conclusions on any one part of the paper at this stage.
