The inspection of all obstacles for serviceability is to be an Army responsibility. P.W.D. is to be responsible for their maintenance, with such protection, supervision and assistance by the Army as may be necessary.

ADMINISTRATION

10. The Government remains responsible for the maintenance of all buildings required for operati onal reasons in the border area, whether these are occupied by the Army, or the Police, or both; also for essential services.

11. The provision of new buildings and fortifications is to be considered as a separate issue in each instance.
