Hong Kong telegram No.737 to Commonwealth Office: Hong Kong Border.

I share the impression in paragraph 6 of telegram under reference that Shumchum authorities may be under pressure from the peasants and that strengthening of our forces in the area may have added to their problems. If there were any move we felt we could now safely make e.g.,

withdrawing some forces or removing new wire at Lowu, it might strengthen Shumchum authorities position vis-a-vis peasants and thereby assist our own interests.

Foreign Office please pass Priority Hong Kong 392.
