Addressed to Commonwealth Office telegram No. 1792 of 30 November.
Repeated for information to Peking, POLAD Singapore, Washington.
219 My telegram 1766.
All Hong Kong Communist newspapers on 30 November give headline coverage to a New China News Agency Canton release on recent negotiations between the Hong Kong authorities and the C.P.G. concerning the re-opening of Man Kam To Bridge and the exchange of prisoners. The details of the understandings reached are listed and described as a 'victory' in that the 'Hong Kong Government accepted all the conditions imposed by China'. The masses in Shum Chun are said to have warned the Hong Kong Government to implement all the conditions in the Agreement, or be severely punished by the Chinese people. The newspapers also published pictures of the repatriation of the five Chinese Commune members, and the removal of the barriers at the Man Kam To Bridge.
2.
Editorial comment in the Wen Wei Pao claims the outcome of the discussions prove the firm support of the local struggle by China and urges Hong Kong compatriots to 'itensify their efforts towards final victory'. An editorial in the Ta Kung Pao condemns Government for describing the return of 5 Cominune members to China as 'deportation', and denounces the South China Morning Post for calling the understandings a business deal'.
