18) My telegram No. 1667: Hong Kong Border.

The following message was passed to NCNA on the afternoon of 10 November.

We have received your message and note that you have still not answered all our points. In our view the terms of the arrangement were sufficiently clear and we had started to act on them. We do not see why the arrangement should not have been clear to your representatives: nor do we understand why it was not implemented by you last Saturday.

In the circumstances we suggest that the best means of clarifying the position would be for us to send over one rep- resentative to meet your Border Authorities and enquire what it is precisely that they have in mind with regard to the re- alignment of the border fence and compensation. The represent- ative would be E.T. Davies, Assistant Political Adviser, and he would be accompanied by an interpreter, Yen Ben Sen. propose that they should, cross the border at 1300 hours on 11 November, and that the meeting should last for not more than one hour. We should be grateful if you would let us know who would represent you in these circumstances. should be glad to know if arrangements could be made for Mr. Davies to see S/Inspector Knight and the two constables.

No reply was received by 1309 today (11 November) but the A.P.A. went to Lowu Bridge merely identified himself to the border guards and said that as no reply had been received from This exercise NCNA he would return immediately to Hong Kong. was designed largely to forestall a possible misrepresentation of messages by NCNA.

3. At 1730 today NCNA passed the following message: Message received from Mr. Poon Tak-hsing of NCNA at 1735 on 11 November. Several days ago we have informed you to continue discussions and we have more than once told you about the problems that were to be discussed. But you have deferred for several times your coming to Shumchun to continue the discussion.. Thus the responsibility is entirely on your side. Your telephone call yesterday had displayed a very bad attitude and has raised unreasonable requests to set up obstacles for continued discussion. To this we express our disagreement. Your representative should come to Shumchun as early as possible to continue the discussion. The contents of the discussion
