Our negotiators went to this meeting instructed strictly that their main aim should be to try to discover the full limits of the Chinese demands and get them to disclose their hands as far as possible. After protracted Chinese attempts to place responsibility on us for failure to carry out the earlier arrange- ments, discussion centred primarily on payments for loss of crops. Chinese suggested a new figure and higher which is now being checked. We repeated stipulation against payment to accessories in abduction of Knight. Discussion on this point has not been concluded.

26 Atmosphere was much as before and our negotiators had impression that Chinese would still like to conclude an arrangement if they could persuade us to agree to something which would be acceptable to the "masses".

3。 In my view it is worth continuing the probing operation and negotiators will therefore return tomorrow.

4. Please pass foregoing to Peking as you consider desirable.
