I am afraid it is clear that unless some payment is made on these lines there is small prospect of agreement.

4. There seems to be some advantage in maintaining momentum of the discussions. Further delays could provide opportunity for Man Kam To peasants to make trouble. I have therefore arranged for a party to return tomorrow, 17 November, to deal with all points except those in paragraphs 2 and 3 on which they would say we were awaiting instructions.

5. In a subsequent telegram now in preparation I will give you a comprehensive account of the position reached in the negotiations so far.

6. Please pass paragraphs 1 to 4 to Peking as considered

desirable.
